Te Taumata o Kupe

Regional Sports Trusts (RSTs) are individually and collectively committed to upholding responsibilities to Te Tiriti o Waitangi. RSTs will engage with communities in mana enhancing ways, supporting them to be healthy and active. This commitment to Te Tiriti o Waitangi underpins how the RST Network operates and is embedded in the practices and values and everything that is done as a network.

Te Taumata: refers to a high point, symbolising significant achievement, wisdom, or knowledge. Also refers to people with esteemed expertise in cultural, spiritual, and leadership.

Kupe: renowned Polynesian navigator, and symbol of exploration, leadership, discovery, courage, and vision.

Te Taumata o Kupe Framework provides a strengths-based approach to improving cultural competency, cultural safety, cultural consciousness, and overall, organisational culture that is embedded in Te Tiriti o Waitangi articles.

Following guidance, and co-design efforts with Ihi Aotearoa's National Partners and RST Māori Leads and kaimahi at a wānanga in June 2024, the following statements identify the overarching commitments and aspirations of those in attendance:

1 We are committed to upholding Te Tiriti o Waitangi in all our work, ensuring our practices align with its aspirations for Aotearoa.

2 Te Tiriti o Waitangi is the founding partnership for peaceful coexistence between tangata whenua and tangata tiriti, affirming their distinct identities.

3 We honour our role in protecting mana motuhake and holding ourselves accountable to the intent of Te Tiriti o Waitangi.

A maturity model has been established to identify an RST’s current position via a baseline survey and follow up discussions. The Te Taumata o Kupe framework will provide insights as to the development of RST efforts.

Tū te Wana online learning modules

A new suite of online resources from the RST Network and Sport New Zealand Ihi Aotearoa has been developed to support cultural capability journeys. It is called Tū Te Wana and it is available through Ihi Aotearoa's Sport Tutor. It uses 10 self-paced modules with interactive scenarios, simple explanations and strategies

Te Tiriti o Waitangi – What it is, why it matters and how it applies to your work today.

Māori history and society – Key events, structures such as whānau, hapū and iwi, and how they shape relationships.

Cultural confidence – Pronouncing Te Reo Māori, understanding tikanga and engaging respectfully in Māori processes.

Building relationships – Connecting meaningfully with Māori communities, including mana whenua.

Personal reflection – Exploring your own identity (‘ko wai au’) and how it influences partnership.

Environmental connection – Understanding the deep relationship Māori have with Te Taiao (the natural world).

Practical application – Bringing Māori values/practices into your organisation authentically.
